Popularity is a useful metric because it includes signal from when groups bring players due to certain buffs and utility they provide and not just their raw throughput. However, popularity also includes noise from community bias or whether a spec is particularly fun or easy-to-play.

Throughput is a useful metric because it shows how much raw damage or healing a spec can do. However, sometimes you need more than just throughput to succeed.
